Отказать в приеме в школу никто не имеет права. Исключительные случаи - когда в классах сидят по 35 человек. Но если во всех школах района Вам говорят о перенаборе - это ненормальная ситуация. Требовать вступительный взнос противозаконно. Внесение пожертвований с вашей стороны может быть только добровольным и перечисляться на расчетный счет школы (Ст. 5 Закона РФ от 10 июля 1992 года №3266-1 «Об образовании»). С Вас также не имеют права требовать справку о регистрации ребенка по месту жительства и отказывать в принятии его в школу, если он зарегистрирован в другом районе (Письмо Федеральной службы по надзору в сфере образования и науки от 24 июля 2006 г. № 01-678/07-01 «О праве детей на образование в Российской Федерации»).
В случае отказа Вы можете пожаловаться в районный (городской) орган управления образованием или в прокуратуру. Но сначала попробуйте поискать разумный компромисс, поговорив с администрацией школы.
